“The other day my brother found a small camera on a bench on the embankment - apparently someone was on vacation, put it down and forgot. The brother waited for the owners to be found, but so far no one has responded. He wants to keep the equipment for himself - he says that since he found it, then everything is fair. But it seems to me that this is theft and you need to take the camera to the police. What to do - and where is the difference between theft and discovery?
