In order to fully use the service, you will need to register and log in to the FSIN.OKNO system. To register, you must fill in the following information:

Registration at the transfer bureau of a pre-trial detention center or correctional facility: step-by-step instructions

The system allows you to leave an application in electronic form, which eliminates unnecessary calls and trips to institutions.
Everything is simple and accessible in one place. The main page also publishes the latest news related to the work of FSIN.OKNO. The recording algorithm is as follows:

  • log into the FSIN.OKNO system: https://fsin-okno.ru/;
  • select a region from the proposed list and click the “Select Institution” tab:

  • select an institution and open a chart;

  • select a specific institution;
  • click on the “Open chart” button;
  • leave a request on a free day.


There are 6 regions and 17 institutions available for registration.
The pre-trial detention centers and correctional centers on the service have official symbols, a short name and address. When you select a specific institution, a monthly chart opens. Days with no vacancies are marked in red, and available times and the number of vacancies are marked in green. It is possible to register for 2 different days.

In addition, the contact details of the selected pre-trial detention center or correctional facility are also available on the schedule tab. For each institution there is additional information, from a brief description to information about the head of the organization.

Advantages and disadvantages

Sending transmissions via the Internet looks like this:

  1. The sender registers on a specialized website, indicates his data and the recipient’s data.
  2. From the range of goods offered by the service, you select what you need.
  3. Using online payment, the shipment is paid for, and the goods go to the recipient in a pre-trial detention center.

The advantages of such a service are:

  • Convenience. There is no need not only to go to a pre-trial detention center (which is extremely inconvenient for those relatives or friends who live in another city or even another region of Russia), but even to go to the post office and pack the parcel. There are no queues at all.
  • Safety. In the pre-trial detention center there are restrictions regarding the permissible list of products and things that can be transferred “from the outside.” If a prohibited item is found in a parcel or delivery, then in the best case it will be returned to the sender (if the delivery is handed over in person at the reception point of the pre-trial detention center). At worst, unauthorized products or things will be disposed of. With regard to online services, there is no such problem at all: their range is agreed upon with the employees of the Federal Penitentiary Service, and therefore it is simply impossible to purchase prohibited items there and send them to a pre-trial detention center.
  • Anonymity. Not everyone wants others to know about their relatives behind bars. To transfer, you often have to ask for time off from work, explaining the reason - and at the post office, when sending a parcel, you have to write down the details of both the addressee and the sender. When sending a parcel through an online service, only the employees of the corresponding online store know about the fact of the order - and they are not interested in the client’s identity.
  • Many services do not even require an online bank or money in an account in an electronic payment system (Yandex.Money, QIWI, etc.). In this case, the customer will simply be given a file with a receipt for payment for services, and they can pay in cash at any bank by printing out this receipt. The package will be generated and sent after the transaction is completed.

However, Internet transmissions also have their disadvantages:

  • Overpayment. Products purchased in an online store will cost more than if purchased in the usual way. In addition, the shipping itself is also paid for - and will cost more than the usual Russian Post rates.
  • The service is not available in all pre-trial detention centers. In order for the prisoner to receive the parcel, it is necessary for the management of the online store to enter into an agreement with the management of the relevant institution. This has not yet been done throughout Russia. However, this shortcoming is quickly corrected.
  • The range of goods in online stores is not always wide. This problem is especially relevant before the holidays, when senders literally scoop up goods from store warehouses - and their owners do not have time to replenish stocks (for example, in December 2018, one day there was a situation when on the website "FSINPokupka" for transfer to a pre-trial detention center from non-food items only one towel was offered). Only those goods that are already in stock are sent via the Internet.
  • As in any online store, the customer cannot check the quality of the product - and can only rely on the reputation of the seller. Moreover, since the goods are ultimately received not by the buyer himself, but by the addressee in the pre-trial detention center, it will be difficult to timely file a complaint about defective or low-quality goods.
  • Not all citizens still know how to use the Internet and have access to it. For the older generation, who do not have the skills to use online services, placing an order and paying for it is often an impossible task.

Reference! However, the service of sending parcels to pre-trial detention centers via the Internet is becoming increasingly popular.

Terms of service

"FSIN.OKNO" has its own Rules of Use, which every visitor must read. Specific conditions that the system sets:

  • appear half an hour before the appointed time;
  • Have a Russian passport and an application for transfer with you ( see here>>> );
  • a user can only hold 1 email account;
  • the queue is not transferable;
  • the person who signed up for the queue must match the person who visited the pre-trial detention center or correctional facility;
  • There is a list of recommended transferred products and rules for their transfer ( see here >>> ).

"FSIN.OKNO" provides users with an application form, which is drawn up in the prescribed form.

The service establishes food inspection rules that coincide with those generally accepted in institutions. The maximum weight of monthly transferred products is also set at 30 kilograms. "FSIN.OKNO" mentions that failure to comply with the established rules will lead to cancellation of the electronic queue.

Pre-trial detention center No. 3 arose in 1938 as a transit point for receiving prisoners who were heading to Moscow from all over the Soviet Union for the construction of the Moscow-Volga shipping river canal. At that time, on the site of the current pre-trial detention center buildings, there were several wooden barracks structures in which prisoners were kept.

At the beginning of its foundation, the transit point belonged to the Directorate of Corrective Labor Camps and Colonies of the Moscow Region Ministry of Internal Affairs.

In 1953, the transit and transfer department of the UITLC of the Moscow region was transferred to the prison department of the Ministry of Internal Affairs of the Moscow region and became known as the transit prison of the Moscow region and, accordingly, performed transit functions.

The deportation of prisoners held in prison during these years was carried out en masse. At the Krannaya Presnya station, entire trains were formed, in which from 300 to 1,500 people were transported.

Along with scheduled transportation, the main mass shipment of prisoners was carried out along with GUITU.

The prisoners were taken out for boarding through the 4th regime building outside the main fence of the pre-trial detention center, which overlooks the platform of the Krasnaya Presnya station, from where the convicts were sent to the places of serving their sentences.

The transit prison was under the jurisdiction of the prison department of the Ministry of Internal Affairs of the Moscow Region until 1956.

In 1956, a joint resolution was issued by the Central Committee and the Council of Ministers of the USSR on the dual subordination of the Ministry of Internal Affairs. From that time on, the prison began to be subordinate to both party and local territorial executive authorities.

In connection with the above resolution, the prison department of the Ministry of Internal Affairs of the Moscow Region was divided into 2 departments, cities and regions. After this, the Krasnopresnenskaya transit prison began to belong to the Moscow region and began to be called the transit and transit department of the UITLC of the Moscow region.

In 1960, the transit and transfer department was transferred to the Moscow Department of Internal Affairs and became known as pre-trial detention center-3 of the Moscow City Internal Affairs Directorate.

Until 1967, the security and supervision service in pre-trial detention center No. 3 was carried out by a battalion of the internal troops regiment, numbering 330 people. The battalion included a conscript company and 5 separate groups (4 duty shifts and 1 day shift). Conscripts served as guards at military guard towers.

In 1967, the USSR Ministry of Internal Affairs issued an order to remove military guards in pre-trial detention center No. 3 and introduce its own security. To carry out security functions and supervise the special contingent, 30 employees were sent from Butyrskaya prison.

In 1964 - 1965, a large amount of work was carried out on the arrangement of bathrooms in the cells. In 1965, construction of the upper exercise yards was carried out. In 1966 - 1967, construction of the club, the checkpoint-1 airlock, the divorce room and the duty room was started and completed.

In 1967, the construction of a building for the staff of pre-trial detention center No. 3 was completed. In 1992, a new building for the catering department and training and production workshops was built.

In November 2002, the institution held the opening and consecration of one of the first churches among the institutions of the penal system - the Temple in honor of the icon of the Mother of God “Helper of Sinners.”

Since July 2003, the institution has been operating as a pre-trial detention center.

Since September 2005, a major overhaul of security buildings has been underway with the re-equipment of cells to bring them into compliance with the requirements of European standards.

What drugs are prohibited from being transferred to a pre-trial detention center?

According to general rules, the following medications are prohibited from being transferred to a pre-trial detention center:

  • medicines in glass packaging;
  • potent, narcotic drugs;
  • homeopathy;
  • dry herbal preparations;
  • biologically active additives.

It is prohibited to transfer the following medications without a doctor’s prescription:

  • containing barbiturates and alcohols;
  • hormonal drugs (except for ointments);
  • any antibacterial medications, including norsulfazole, phthalazole;
  • antiparasitic drugs;
  • strong painkillers (for example, codeine-containing);
  • immunostimulating, immunomodulating (with the exception of remantadine);
  • medicines in ampoules.
