You will need to convince the court that your neighbors need to be evicted. It’s not so simple - you can’t come and say: there’s a bad person living behind my wall, let’s take his apartment. Every word must be documented. It is quite possible to do this, but you will have to write a lot to various authorities.

First you must convince the local authorities of this: they must have sufficient grounds to prepare an eviction claim. And then you will also have to convince the court: you will be called as a witness.

The mechanism should be like this.

If a person violates public order, you write a statement to the police, a squad comes and records all this.

The mere fact of filing statements will not solve the problem. Usually, many people give up at the first stage: they turn to the local police officer, he issues a fine, conducts a conversation, and that’s where it all ends.

The district police officer also cannot immediately solve the problem. Most likely, he will start with administrative measures: warnings and fines. Judging by what you write, your neighbors can be prosecuted under Article 6.4 of the Code of Administrative Offenses of the Russian Federation - for violating sanitary and epidemiological requirements for the operation of residential premises. The sanctions under this article for citizens are a fine from 500 to 1000 rubles. The amount is small, but your task is to prove that violations occur systematically, and the apartment residents ignore the instructions to eliminate them. At the same time, apartment owners will always have a choice. They may ignore legal requirements, or they may change their lifestyle. The decision is theirs alone.

A person can only be evicted from an apartment by a court decision.

The law allows the owner to be deprived of residential premises if he uses it for other purposes and systematically violates the rights and interests of neighbors.

But it won’t be possible to do this quickly. First, the city or village administration must warn the owner about the need to eliminate violations: for example, fix the sewer system, exterminate cockroaches, eliminate leaks. If it is impossible to eliminate the violations immediately, the owner will be given the necessary deadlines.

If the owner does not respond to the warnings, you can go to court with a claim for eviction. The claim should be filed not by neighbors or even by the HOA, but by local governments.

In this case, the court may decide to sell the apartment at public auction. In this case, the owner will not be left without housing: the proceeds from the sale will be used to buy him an apartment in another area.

Eviction is an exceptional measure. It is possible only when other measures have failed. If you are determined to evict your rowdy neighbors, you need to understand that this will not happen right away. The neighbors' wishes alone are not enough. You will have to go through all the stages required by law.

What happens at such a moment in the social life of such people?

Problems at work or they lose their job. At the same time, they refer to their superiors or to work, not to themselves, but to the fact that someone at work is to blame for not working. The same thing with studies.
Friends - the circle of friends changes. That is, the guys stop communicating with their old friends and some strange acquaintances begin to appear.
Calls. People who use drugs hide their phone conversations from their loved ones. They will abruptly stop talking if they are communicating with a dealer or co-users, and go into another room to communicate.

What else? The value system is changing dramatically. People become deceitful and closed. They move away from you. They will avoid communicating with you and will lock themselves in their rooms. Observe the order and appearance of them. More often than not, the guys become untidy, take less care of themselves, and the room is a mess and a mess.
