Issuance of a temporary identity card
In the same Main Directorate of the Federal Migration Service, after all the necessary documents have been submitted to restore the passport, you can request a temporary identity card. How to recover what was lost
If the license is stolen, the motorist will not have to obtain a medical certificate or retake the driving test. A certificate must be obtained only if the validity period of the old license has expired. List of documents for restoration through the traffic police:
- passport;
- statement;
- photo 3*4;
- training completion card;
- receipt for issuing a new document.
If your passport is lost, the documents cannot be restored.
A military ID or individual taxpayer number (TIN) will not replace a passport. Therefore, you first need to restore it, and then only get your license. Documents with an international passport from the applicant are also not accepted. You can get a license instead of one that was stolen from you or you happened to lose at your place of temporary residence. For example, if a citizen who came to Sochi from the Tver region on vacation lost his license, then he will be able to restore his documents there. Whether there is registration or not, it does not matter according to Resolution No. 1097.
There are two options for document recovery:
- With the issuance of a temporary certificate.
- New rights are issued immediately, if the MREO employees are not very “overwhelmed” with work.
The latter case is more convenient for the driver, since documents are issued on the same day. The new document will differ from the old one in that the “Duplicate” entry will appear in it. Placement is in the “Special notes” column. The duplicate contains the following data:
- last name, first name and patronymic of the applicant;
- place and date of issue;
- categories and subcategories that the driver can control;
- expiration of rights.
Special security measures are affixed to the duplicate: a marking barcode, contour microtext, and entries are made with luminescent paint that are visible in the light. It is issued against receipt, which is recorded in the MREO registration journal and the traffic police database. The validity period of the duplicate is the same as that of the stolen document.

With the coupon that was issued at the police station, you will need to go to the local branch of the state administration of the Federal Migration Service (formerly FMS). In addition to the coupon, you will need to take with you the following documents to restore your passport:

- application in 1-P format about the need to issue a new passport;
- a receipt for payment of the state fee of 1,500 rubles;
- 2 personal photos.
At the same time, GUFMS employees can also ask the citizen:
- military ID;
- birth certificate;
- Marriage certificate;
- document on registration at the place of residence and some other documents.
What can you say about the timing of passport production? As a rule, a new document must be produced within 10 days. However, if the applicant did not submit the application to the local GUFMS, or not all documents for passport restoration were submitted to the department, then the processing time may take up to 2 months.
Is it possible to drive a car without a license while it is being restored?
While documents for the car are being prepared, you should drive with a temporary license. Driving without a license is as prohibited as driving with invalid documents. The violator will have to pay a fine of 5 to 15 thousand rubles. A motorist also pays a fine if he has lost his license but has not contacted the traffic police.
