Hemp in our country is a prohibited plant, the illegal cultivation of which is subject to criminal liability under Art. 231 of the Criminal Code of the Russian Federation “Cultivation of hemp.”
Hemp, or marijuana as it is also called, was previously actively used in the production of fabrics, ropes, tows, and hemp oil. Today, many people know this plant as a raw material for drugs.
That is why people are prohibited from growing this “grass” at home, in their gardens, in their country houses and in other places unless they have a license and permission to do so.
Responsibility for growing hemp in 2022
The Criminal Code of the Russian Federation has a separate article numbered 231, which clearly states the punishment for the illegal cultivation of drug-containing plants.
Thus, for breeding and growing cannabis on a large scale, the perpetrator or perpetrators may face the following punishment:
- monetary penalty of up to 300 thousand rubles;
- performance of free work by a convicted person in his free time from his main place of work for a period of up to 480 hours;
- restriction of freedom of a convicted person for up to 2 years;
- imprisonment for up to 2 years.
The punishment for growing cannabis will be harsher if:
- A group of people were engaged in illegal activities.
- The attacker was engaged in the cultivation of prohibited grass on an especially large scale.
In these cases, the perpetrators will face the following punishment:
- imprisonment for a term of up to 8 years with restriction of freedom (up to 2 years) or without such restriction.
What is meant by the term “large” and “extra large” size in hemp cultivation cases?
In the Decree of the Government of Russia No. 1002 of October 1, 2012, as amended on June 22, 2018, “On approval of significant, large and especially large amounts of narcotic substances,” in the paragraph where cannabis, also known as marijuana, is listed, the following meanings are established:
- significant size - over 6 grams;
- large size - over 100 grams;
- especially large size – over 100 kg.
Pruning to increase yield
Start pruning early and often. If you continue this process, you will have plants that look like bonsai bushes, with many areas of buds, but not very elongated and with small gaps between the nodes. This is an effective way to produce large yields in small areas, but the growing season will increase so it will affect your schedule.
Do not cut or pinch plants when they begin to bloom - at this point you will only reduce the yield. If branches can reach the light source, bend or tie them to prevent them from burning. A trellis system built with wire mesh at canopy level (also known as a ScrOG or Screen of Green system) will further expand the bud areas and significantly increase your yields. Simply train the growing shoots to grow horizontally along the bottom of the screen to fill in the empty spaces.
What is hemp cultivation?
Cultivation of hemp refers to the creation of conditions under which the “grass” will not only grow well, but will also be resistant to adverse weather conditions.
Cultivation also refers to actions aimed at improving cultivation technology, developing new varieties, increasing the yield of hemp, etc.
According to Art. 18 of Federal Law No. 3-FZ of 01/08/1998 “On Narcotic Drugs” it is prohibited to cultivate hemp on the territory of Russia.
The only exception is the cultivation of this “weed” for its further use for educational, scientific purposes, as well as in industry (if it is not used for the manufacture of drugs).
Cultivation of hemp for further legal use for educational and scientific purposes can only be carried out by state enterprises that have the appropriate license.
Cultivation of hemp for industrial purposes can only be carried out by legal entities or individual entrepreneurs.
How to grow marijuana
After you have planted the seeds, it is time to create all the conditions for them to grow. Lower the reflector so that it is closer to the plants rather than causing them to stretch out to reach the light. Raise your lighting system as your plants grow. Set the light timer for 18 hours a day and 6 hours off. During this vegetative stage, the plant will grow leaves and branches, but will not produce flowers (unless it is an autoflowering variety).
Avoid overfeeding and overwatering your plants at all costs. Be careful, it is always easier to add more nutrients or water than to remove them. Marijuana roots prefer a wet/dry cycle, so pick up buckets and you'll know whether they need watering or not by weight. The first sign of overfeeding plants or an imbalance in pH and PPM readings is yellowed leaf tips. The first rule of growing marijuana is to learn to stay away from it sometimes.
When growing space is limited, some basic rules apply: Since square footage matters, you need to make full use of every available centimeter. This means prioritizing indica-dominant strains, or planning to use decisive trellis and training techniques when growing sativas.
Cannabis cultivation: when is there criminal and when is administrative liability?
For growing hemp (cannabis), from which marijuana is made, law-abiding citizens may be subject to administrative or criminal liability. It all depends on the amount of cultivated “grass” .
So, if a person grew hemp on a small scale, then he faces administrative liability in accordance with Art. 10.5.1. Code of Administrative Offenses of the Russian Federation: a fine of 1.5-4 thousand rubles or restriction of freedom for a period of 15 days.
If before May 19, 2010, a person faced criminal liability for cultivating hemp even in small quantities, then since 2010 administrative liability has been provided (in accordance with amendments to Federal Law No. 87-FZ).
By small size we mean growing cannabis of no more than 20 bushes. If there are more than 20 bushes, then this is already criminal liability.
Growing Tools
The first thing you will need is a place to grow. We recommend purchasing a decent grow box for growing plants. They are inexpensive, suitable for growing, and can be quickly set up and taken down by one person. Some grow boxes come in a kit that includes all sorts of sophisticated equipment. The best thing to do with your tent is to buy only what you need and learn how to grow plants without investing too much.
First, you'll need lighting. You can use LED (light emitting diode) and CFL (compact fluorescent lamp) systems. Invest in a decent timer to control your lighting.
You'll also need an exhaust fan and an activated carbon filter to eliminate odors. Be sure to purchase one that is rated for the size of your tent, with the proper duct size. An overhead circulation fan will keep the air moving and prevent it from stagnating. A thermometer/hygrometer is also necessary to monitor temperature and humidity.

A simple loose and airy soil mixture in 15-20 liter buckets is great for beginners and is much more gentle than, for example, a hydroponic system or garden soil. Be sure to make holes in the bottom of the buckets and use containers/stands under them to prevent liquid spillage (when watering or feeding). You will need to purchase nutrients to feed the plants as they grow, as well as a watering can.
Preparing the premises
When the main decisions have been made and the organization of the space has been carefully planned, you need to start cleaning and preparing the room . The walls, floor and ceiling must be thoroughly washed and painted with white paint, which will reflect light onto the plants and promote active photosynthesis. To prevent the humming of equipment or lighting from attracting unnecessary attention, you need to take care of sound insulation, as well as seal all the cracks through which light can penetrate outside. To prevent the strong smell of flowering plants from spreading outside the room, you can use a carbon filter. An inexpensive but effective solution would be an awning attached to the walls and ceiling - it will prevent the penetration of light and odor and serve as additional protection.
You also need to protect the upper part of the room and the floor from moisture penetration. It is better to use thin plastic on the ceiling, and lay rough mats on the floor, which can be easily replaced later.
Which marijuana lighting to choose?
Cannabis grows well under artificial “sun” if the light output and spectral composition are suitable. Among the lamp options that have been tested and are available to ordinary indoor manufacturers are:
- ESL, (“housekeepers”, daylight). They are inexpensive, heat up slightly during operation, and are suitable in terms of spectral composition, especially for the vegetative phase, but the penetrating ability of light suffers. Therefore, to illuminate 1 small bush you need an ESL with a power of at least 250-300 W.
- HPS is powerful, its spectral composition is close to sunlight (but there is more of the red spectrum, therefore it is more suitable for the flowering phase), affordable and durable, but it is very hot and requires the use of ballasts. A HPS of 150-200 W is sufficient for a bush.
- LED panels can be composed of diodes with the required spectrum; such lamps are incredibly economical and durable, and also practically do not heat up. For 1 “average” bush, 100-150 W is enough.
It must be taken into account that there must be a distance between the tops and the lamps that is sufficient to avoid getting burned, but provides the necessary luminous flux.
Ventilation in the grow box
The ventilation system consists of a lower supply opening (usually a passive supply) and an exhaust opening (with a fan, located on the opposite side at the top). A carbon filter is mounted in front of the fan. A ventilation system is needed to prevent moisture stagnation, overheating, and the spread of unpleasant odors. With its help, favorable microclimatic conditions for growing hemp are maintained.
As an additional measure to combat high humidity and prevent mold, install additional fans to blow over the bushes.

Growing in open ground allows you to get abundant harvests, but is still associated with a number of problems:

In the planting areas, you need to dig holes with a depth and diameter of 50 cm, filling them with nutritious soil with a favorable pH and a balanced composition of nutrients.
Soil and fertilizers for hemp: requirements
If the goal is a harmonious, healthy and productive plant, then any soil for growing hemp will not be suitable. And this applies to both indoor and out. The soil or soil mixture must:
- aerate well, giving the roots the opportunity to “breathe”;
- be slightly acidic or neutral (pH 5.5 – 7.0);
- be non-salinized (EC 1.0 – 2.0);
- contain a sufficient amount of nitrogen, phosphorus and potassium, as well as other elements;

Step 1: Find a Greenhouse Site
